how do you get the heartrate diplay permanently on the surge watch display screen

You have to look in the app/dashboard, not on the tracker.

Hey there, @mazharnads! Welcome to the Family! At this moment there is no option, so you can get the heart rate display on the Surge screen permanently. It goes away after 10 seconds. As @SunsetRunner said you can keep the track of you HR on the Dashboard online or checking it on the Surge screen sporadically.
I think your suggestion is an excellent idea and I would like to encourage you submit it as a suggested idea, where members of the Community can comment and vote for it; so it can be implemented in a future update, this is the best way to make your voice heard.
