I being experiencing rash around my left wrist when I using my Fitbit Surge for few months, and I couldn’t bear it anymore.

Thus I decided to seek Fitbit Support Team for the refund, and they agreed! The video show the Fitbit Support team requested me to perform the destruction on the tracker and the cable.

It  seems to me to make more sense for Fitbit to want the Surge returned. 1) It can be used as an inevitable (defective) replacement for a defective Surge. 2) For about $40 USD you can buy a replacement band and a charging cable on Amazon. That Surge is still useable. That's just my opinion.
