My wife has given me her Fitbit Surge but I cannot sync into the device, probably because the device was previously synced for her. How do I wipe out her data and free up the Fitbit for my use?

Create an account on the Fitbit website and associate your tracker with it. It should be that simple with no extra steps required. Have you paired your tracker with a new account?
