It's great to see that you've visited the Fitbit Community @Drsmile! Thanks a lot @MikeF, great to see you here!
You will find the steps on how to connect with your Fitbit Surge in the computer using Fitbit Connect, which connects via Wireless Dongle. If can also use a Window 10 computer with Fitbit Connect for PCs with no built-in Bluetooth.
Please note that if your Windows 10 has built-in Bluetooth you will have available the Fitbit App on the Windows Store. Once you've logged in into your Fitbit Account you will see the option to sync with a little "spinning wheel", after going to "Account" > "Surge".
Hope this helps!

Installing the Fitbit app is the main thing to do. Where you find it depends on your computer type and age.
