How can I change the time on my Fitbit surge it is one hour off and I cannot figure out how to get it right

It gets time and date from phone,or other sync device, each time it sync.

As @JohnnyRow mentioned your device gets time and date from your phone. Make sure to set the correct time zone on it and then sync your device.
