New Fitbit won't get off Setup screen

Got a new Surge and it won't get off the setup screen. PC or Phone can't connect to it via BlueTooth. Tried restarting it but it does nothing but sit there. Connected directly with USB cord allows the PC to see it and claims it needs an update but every time I press the update button it says "Sync in Progress".  Searched these forums and I am out of ideas...

The update doesn't seem to work via the windows 10 app. There is another thread on here the same. I couldn't connect my charge hr via the app on pc so I downloaded fitbit connect (for no phone ) installed that and used it to connect and update my charge. When I upgraded to the surge I used fitbit connect again and hadno problems, you must have the dongle in the uUSB port as well. Good luck there are instructions on another thread as well.

I tried that as well, had the surge plugged in for 2 hrs trying to get it to update.  No Joy.
