New Surge- Screen is blank and does not appear to be charging

My battery was running low and I was in the process of grabbing the chord to plug it in and I noticed that the screen went blank. I plugged it in...nothing. I can't get anything to come up on the screen. It has been plugged in for 10 minutes...still nothing. Help please.
