This is my second replacement fitbit surge and I can't get it working. They BOTH get stuck at the setup screen (after you type the numbers in) Could it be my power cord? I had to buy it on ebay. It fits and windows gives me a little chime telling me something is plugged in.

If its not a fitbit cord it very well could be your problem.

I have no way of telling if it's an official fitbit wire (who would make a 3rd party one on something so obscure?)

But it does work.
