I just got a used SURGE... The display says CONFIGURATION fitbit.com/setup.
I installed the Fitbit app from the Store for Windows 10...
I plug in the Surge thru the USB cable and insert the BlueTooth dongle..
I click on UPDATE and the Surge buzzes once or twice... I see LOOKING FOR TRACKER on the computer screen, then an UPDATING TRACKER...
I see DOWNLOADING on the Surge display, but then after a min I get a DOWNLOAD FAILED message and then it goes back to CONFIGURATION display and a COULD NOT COMPLETE YOUR SURGE UPDATE message on the computer screen.
Any assistance would be greatly appreciated...

I did some research and found this thread..
DuncanP's comment gave me hope, but I tried it and it still won't update. It syncs fine, but won't update..

OK Update on this..
I turned to a completely different computer.. I installed the old style FITBIT CONNECT software on that computer first..
I was finally able to download the update and set up my Surge.. So, now it's working. I can swipe thru the various screens and all of that..
So, per DuncanP's comment, I disconnected everything from the computer and hooked it back into my original workstation and brought up the FitBit APP...
It said I still needed an update and still had the same problem when I did try to update.. I put the surge and dongle back on the other computer, did an update and it said my Surge is fully update..
I can use it so half the battle is won. But if it won't update to the latest, that will likely cause problems down the road..
That's where I am at right now..

Thanks a million for your post updating the process of your Fitbit Surge. You're doing a fantastic job, thanks for taking the time and research those tips. I think that you're just a restart from your final destination. Fitbit Connect is very reliable when you're trying to update the firmware version, you can try to update one more time; don't forget to restart your Surge a couple times before to do so.
Then try to sync via Fitbit App to see if is is able to connect. You will find the arrows next to the battery level. Just click on them.
