First thing to try is to restart your phone and then restart your Surge using this procedure:

I had this problem for a while, then found the phone had paired with the fitbit which was stopping the app from syncing.
Went into the phone bluetooth settings and unpaired it, and the app syncs fine now

I am having the same expereince. This is very frustrating since the Android App update. Restarted both devices and followed numerous suggestions. Not happy.
UPDATE: In my situation it appears possible Surge may only be Bluetooth paired with one device at a time. Is this possible?
I prefer using Surge as an input device for my mobile phone as a HRM for bike rides but also had it paired with my tablet for progress display. Once I unpaired the tablet, the pairing with my mobile phone seems to sync okay.
Further Update: Still not syncing reliably. Not sure if proximity to other Bluetooth devices (not paired) is interferring but syncing is totally unreliable,

Hello everyone! @Blurredbird, @aremtema welcome both of you to the Community! A restart of the device is indeed a very good first step, just follow @SunsetRunner's steps. As advised by @SteveH above. If this is still not working I would recommend to unpair and set the Surge to your account again. To do so First go to your Bluetooth settings on the phone and "forget"the Surge. Then you can follow the instructions on how to set up a replacement tracker depending on the device you are using.
If you still have trouble after this I recommend contacting support for additional assistance.
