Surge strap bubbling again

Hi 

this my 4 fit bit surge and ithe strap is staring to bubble again 

can some one help please

If the watch is not under warrantee so the whole watch can be replaced, they can't simply replace the band.  I'm on my second and it bubbled too.  They  have offered me a decent discount on an upgrade to the Iconic.
