I have the same experience with the walking selection while using a treadmill. It will connect to GPS during my session and record an erroneous distance. It even provides a map of my imaginary trek. I have the auto walk &run selections ignored and I have the automatic location selection in acct settings off, as well. I don't leave the phone Bluetooth on while exercising (or phone location, now. Grrr).

In this case, when you select the Exercise option of your Surge, you would need to choose Elliptical as the exercise you will be performing, because if you choose Walk or Run, the Surge will connect to the GPS and it will give you a map.
You can know if the surge will connect to the GPS during the exercise, because you will see the GPS icon under the exercise's name:
