can my fitbit surge that will soon be replaced by another surge continue to be used by a different person, other than myself. the surge that i currently have has a minor issue with tracking miles. one day the miles are tracked accurately, several days later it goes haywire. fitbit is replacing and i hate to just discard.

Yes, another person can set up their own fitbit account and add the old Surge. It will delete any data on it and reassign it to their account. Of course it will still have the problems that led to you getting a replacement. It sounds fortunate for you that they didn't ask you to return the old one.

No. When you get your new Surge, add it as a new device to your existing account. It will ask if you want to replace the existing tracker. Just say yes and follow the prompts. All your data, settings, badges etc will be retained.
