Once I choose and pay for a new clock face will it always be mine and free to use after even if I switch clock faces all the time? Will it be free to use whenever I choose?

Yes, and I was able to load the clock Dave without further payment on a different tracker.

One caveat is that when reinstalling you will have to reregister. You'll choose the already purchased option and enter the same email address.
