Steps keep decreasing

I used my Fitbit Andriod app to start a Run and distance, HR, timing are logged well on Andriod apps. I saw 12,000+ steps on my Versa 4. But after syncing with my phone, it went down to 9,413! I shot down my tracker, uninstall my Amdroid FitBit app and reinstall. Power up my tracker, and steps are still reducing after each sync to 9,413! I do not log any manual activity. My firmware is xxxx.210.26. Something is very wrong here!
