Do I need a voltage converter or only a plug adapter for versa 4 international travel? Is the versa 4 dual voltage?

Fitbit devices require a USB port on your computer, a UL-certified USB charger, or other low-power device to charge.

Meaning:  You can charge your Versa 4 with any USB port as long as it is a UL/CE certified USB charger and is NOT a fast charge adapter.
