I’ve owned several Fitbit watches. Why can’t the heart monitor work.
I match it to an arm band Wahoo and it’s not even close, especially in upper level heart rates. How can you expect the cardio load program to work. Garbage in, garbage out.

If you haven't done so yet, I'd recommend taking a look at this help article What factors can affect my heart-rate reading on my Fitbit device?

I have the same issue with my new versa four. And I’ve seen several people saying the same thing on Facebook. It’s frustrating because we’re not getting any cardio load all of a sudden

I had my Versa 4 since March last year and the HR monitor was fine, then all of a sudden it stopped working properly, recording any walking I did at up and over 140bpm. I walk fairly leisurely so there's no way that's correct. I spent 5 months trying to convince support via X that my device was not working, possibly due to an update which corrupted the HR (that' the only explanation). I finally got a new Versa, updated it and the same thing is happening. I do a short walk, no more than 20 mins, check what's been recorded in the app and my HR has been up to 160bpm. I don't even reach that when I'm doing HIIT exs. It's very frustrating, you cannot track your fitness or wellness when that happens!
