I would like to rearrange the content of the Today screen; I would like to see the Hourly Activity on top of the list; is there a way to do this without turning off items?

@Acmeseed Generally, you can lightly press/hold on the item you want to move, then drag it to the desired location. So you can put your hourly activity on top. It will be there, but when you open the Today app, the screen will center over your main goal. You will still need to swipe to get to your hourly activity.
