I'd like to transfer ownership of my Versa 4 to my sister. I can't seem to find any clear instruction.

First of all your sister needs to set up a new account (with her own email). She then adds your Versa 4 as a new device and it will delete any data left on it and reassign it to her account. Your data will not be affected.
As a recommendation I suggest you to read the rticle ¨How do I set up my Fitbit device? ¨ in case of some question that you might have.
