Intraday heartrate only retreiving data recorded during 8:00~8:30

My team is using data of approximately 200 people.

The problem is, when I call the AP for the intraday heartrate with time interval 1sec, https://api.fitbit.com/1/user/-/activities/heart/date/[date]/1d/1sec.json

I get the heartrate from 8:00~8:30 in most cases when I do the API call for 200 people all at once(including all the intraday API call). Of course there was no problem with a few test data, but when I run the code for all 200 participants, only about 20 percent of the participants has whole day heartrate. 

Are you blocking the API call if the data or the number of requests gets too large?
