Can't replace old Zip with new one

I washed my One.  Tried the rice treatment.  Still dead.  Bought a Zip.  I do not use Fitbit with mobile device.  Use Windows 10 computer instead.  Since I had the One and the Windows 10 app for it, do I still need to download another app?  If not, why is the Zip not transferring any info?  Instructions I've looked for don't help.
