They wont get the full use of the fitbit. Stats and other things the Dashboard gives. I also do not believe you can set it up to get it to the point of counting steps unless you use the phone or computer.
I would buy them a regular Pedometer. Omron is a very good brand. Search Amazon for it.

I do agree with @WendyB. The fact of setting up a Fitbit tracker to a computer or a mobile device is for it to sync the personal information as height, weight, age, gender to tailor the recordings to that person specifically and get a more accurate reading on calories burned, steps taken, distance traveled, etc.
The person using the tracker will not get much of it if it's not attached to an account and it's also important for it to be to show the correct time and track activity on the correct time as well.
