Will not sync with rubber clip on Zip.
Does the rubber belt clip need to be removed before sync attempt?

You have a really good questions there. Actually it is not necessary to remove the clip of your Zip to make it sync with your phone or computer.
You can check the possible reasons on why it is not connecting with your syncing devices here: Why won't my Fitbit device sync?

Thanks for the info but, it still won't sync with the rubber belt clip on the Zip.
I removed the rubber holder and set up a New Device. That worked. I put the rubber holder back on the Zip, tried to sync but it wouldn't. Real frustrating for a "New User". Probably going to return it and buy
an Omron tracker.

Thanks for getting back @SKLR. Sorry to hear that you're still having syncing issues with your Zip.
Thanks for trying to troubleshoot your Zip and for trying to find the manual online. About your Zip not communicating when is on the clip, please verify that there is proper contact between the battery and the battery contacts inside your Zip tracker. You can do this by opening the battery door of your Zip, removing your battery, and ensuring that the silver battery tab located in the lower right half of your tracker is flush with the white box outline in the tracker housing.
I would also recommend checking the metal spring inside the Zip's battery compartment. Sometimes your tracker will have battery issues when this is bent. Here is a picture of how it should look like:
