So I damaged my iPhone 5s screen and am using my old iPhone 4 until I'm eligible for a replacement in January. I'm trying to set up the app on the 4 to pair with my Fitbit Charge HR and having no success. After restarting the app, the phone, the Bluetooth, the Fitbit ... I tried removing the device from the app on my 5s, set it up again via my laptop, and still cannot see the device on the dashboard of my iPhone 4 app. When I go to the Account tab, I see the Charge HR there. But it doesn't appear on the Dashboard tab. I've tried restarting, rebooting, reinstalling everything. Nothing works. Please help?
Unfortunately, the iOS on this ancient phone doesn't update beyond version 7.1.2, so I am forced to use an old version of the Fitbit app as well (can't see which one precisely).

Unfortunately fitbits only work with the 4S or later - the 4 doesn't have the necessary Bluetooth version

As @SteveH mentioned, the iPhone 4 is not compatible with the Fitbit app, only the 4S and above. In case you have another device, check our compatibility list to make sure is supported. Additionally, it's possible to use a computer to set up and sync your tracker using a USB dongle by following these instructions:
