Is it normal for the fitbit app to show fully charged but the device is only flashing 4 lights? I synched the devices and it is still showing this...

The fitbit app (phone) & the fitbit.com dashboard (computer) only show the battery status as low, medium or high.

 

Each light indicating the tracker is charged between 0 - 20%, when the Flex shows 4 lights when in the charger it has  <= 80% charge left and the battery status being displayed as high.

The fitbit app on my ipad says "Battery full"

If it isn't I'd suggest you follow the steps here.
