Another bad take over by Google.  Kill the application before you get your new features enabled.  I've been a long time Fitbit consumer and user.  My friends that do the Work Week Hustle are very disappointed.  Guess I'll box up my Fitbit and put it away and cancel my premium subscription.  I can use my Apple Watch for everything I use my Fitbit app for since they turned off Open Groups.

@Itusedtowork777 In order to create a closed group, you must fill in all the fields - Group Name, Group Description, Group Rules and add a picture. Then the Create button will become available and you can start your group.

@Itusedtowork777 I would uninstall and reinstall the app. I'm able to create a closed group without any issue, so perhaps uninstalling and downloading the app again will help.

The solution was to add a photo for the group. I don’t recall seeing that photo was a required field.
