Cannot track exercise after iOS 13.1.2 update

There is no + button next to the exercise icon any more.  Fitbit is syncing to the app fine and showing steps but no way to track a run

You now have to enter the exercise tile, then will see the + (and/or timer symbol) at top right;  no idea why.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.

do you know if this is an intentional change?  Seems like a huge usability issue to me.
