Ok had to restart charge 2 on charger and it is synced but no messages or phone notifications. Under settings, locations is supposed to be on always. And it is stuck on, ask next time. It will not change. Does anyone else have this problem.

As for notifications and ios13 please see the main thread, pointed to, in the pink banner at the top of the page.
As for the permission problem, this would be a question to ask an iOS user and why it is helpful to include "ios" in the title when asking about an iOS based problem.
I'll move you post to the iOS board.

Ok but this is the iOS board and we know that Apple made a change in the way notifications work.
One place in iOS people seem to overlook is the notification panel where their is some permissions to grant.
When it comes to Android it generally is fairly easy to get notifications to work.
