Charge HR not syncing

Yesterday my app stopped counting steps. I went on my iPad to sync and noticed it was in "looking" mode- continuously. So after 15 minutes I rebooted the iPad. I also rebooted the Fitbit. I was hoping overnight it would catch up with data. It didn't. Today it is still "looking" and not recording today's steps. My Fitbit is recording steps just fine. What else can I restart?
