I see others are having the same issues I have read many forums about turning it on turning it off , logging out and back in , and I deleted it and reinstalled it ,which I have done five times I have the phone 5S , still nothing is syncing ...help!

Please be so kind to try setting up your Charge HR as a replacement device by following @SunsetRunner's steps. If this doesn't help, follow @DerrickS's instructions to resolve the 400 error. This should get you back on track.
I moved this thread to the iOS app board because it's more related to the topic. Keep up the super stepping.

Thanks for the update @Yunkie. Your Fitbit tracker needs to be approximately 10-15 feet away from your plugged-in dongle or supported mobile device in order to sync. I'm glad to hear that you are now back on track.
