I am getting a Fitbit notification on my I phone . When I tap on it it opens my Fitbit app. When I go to notifications in the app nothing is there ?

Considering the description of the notifications you're getting, I can imagine these are the alerts going to your phone. Alerts include low battery warnings, step goal milestones, friend requests, messages from friends, and more.

I'm unsure about the issues. Could you please clarify what type of notifications you're receiving on your phone? Are they like low battery alerts (device running out of battery), or is it something different?

Actually, alerts aren't accessible in a specific area for viewing. As the name suggests, they're simply reminders. There's no chat box or dedicated space to view notification history.
I hope I've clarified this; I know it can be confusing.
