How are you trying to do the pair? Fitbits are unusual in that they need to pair via the fitbit app rather than by the phone's bluetooth settings.

As @SteveH mentioned, the Fitbit trackers pair through the Fitbit app, not directly with the Bluetooth on your phone. If the Flex 2 is unable to set up through the app, please follow these steps:

Hi, just got my flex 2 today but can't pair it!! It isn't detected by the app. I have tried to restart the Fitbit, restart my phone, turn off and on Bluetooth and try again but nothing happens! The Fitbit is fully charged and can see light on it. This is very frustrating as I was looking forward to it so much!! Any help? I am trying to pair with an iPhone 6.

If your Flex 2 is not being recognized by the app when setting up, please make sure you're running the latest version of the app and that there are no other Bluetooth devices around that might interfere with the setup process. Then, please try the following:

Hi! I have been having the same issue since yesterday. I set up my Flex 2 on my phone with the app however it does not sync/pair with Bluetooth. I tried every possible troubleshooting steps as well. What shall I do next?

Thanks for bringing this to my attention, please note that Fitbit trackers do not sync through the Bluetooth on your phone but through the app. Additionally, you won't be able to see your Flex 2 in the list of paired devices on your phone unless you enable Notifications or All-day Sync.
Is your tracker not syncing? Have you tried to restart your Flex 2 and your phone already? If so, I would like to suggest you the following:
If your tracker is still unable to sync, my best recommendation would be setting up your tracker as a new device to reset the connection between your phone and your tracker. Don't worry, none of the information already stored in your account will be deleted.
To set up your tracker as a new device:

Hi! Thank you for all the suggestions.
I tried all the steps one by one and I enabled all day sync. First it showed me a notification of empty battery, then I set the device up again, then it was medium battery and it synced only once 2 days ago and it stopped again. I was never able to complete the update, it failed each time I tried. Any other suggestions to try?

About 5 days ago, my Charge 2 would no longer sync with my iPhone7. For months, since the purchase of my Charge 2, syncing had NEVER been a problem, not even once. Now, most of the time it would refuse to sync unless I reset the device. Then it would sync initially and, after about a minute or so, it would not sync again. I did every recovery step I could think of, including disabling everything Bluetooth in the vicinity. When I explicitly "un-paired" the device from my iPad, the iPhone syncs seemed to have started to work again. And then, less than 24 hours later, the problem was back. I was ready to junk the Charge 2. I'm NOT going to reset the device every time I want to sync data.
The solution FOR ME...
I enabled "All-Day Sync" in the devices' settings. The periodically syncs the device and iPhone app throughout the day. Without this enabled, the sync would only happen when I accessed the app. Now, for about 5 days now, there have been NO sync issues whatsoever. I also don't notice any detrimental effects on iPhone or device battery life, though I know there must be some negative impact, though quite minimal apparently.

Still won't pair. The app says, "Found your tracker" also says "connecting" But after 15 minutes, still nothing.

@PigletRider, I'm very glad to know your issue has now been resolved by enabling "All-day Sync", thanks for sharing your experience.
@gilliam1987 and @gabicuno, at this time I would like to suggest you to update the Fitbit app and try to sync or set up your tracker, if you're still unable to do it, please force-close the app by double tapping the home button on your phone and swiping up the app, then try to sync or set up your tracker once again.

Tried all the method told here but it just refuse to pair with my iPhone X! It was working alright with iPhone 7 prior.
reset up and delete device and setup new. Restart both devices and phone and still nothing work!
And data all gone too 😞

And there is not sign of the blue blinking pairing mode light on but when I tab the white line does blink though.
