I just got a second Ionic.  Can I have both the old and new on my existing account at the same time, or do I need to remove one, add the other and keep doing that each time I want to switch watches?

Unfortunately cannot have 2 of the same model on same account, also some restrictions on which of 2 different models can have together.

What you would have to do is, each time you switch, do a sync just before switch, remove one tracker from account, then add other tracker to account.  And do that each time.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
