‘Location Access & Bluetooth Sharing’ keep appearing on my iOS device

I have changed my location tracking to never, to only when using app and to always.  This notification pops up anytime it's on anything but "always".  That setting drains the battery of the charge 4 so quickly.  Why can't I just have it while using the app, without the notifications.

 

I've stopped the app, rebooted the phone and the fitbit, nothing works.
