Hey hey hey @SunsetRunner welcome to the Fitbit Community! Are your phone and tracker close enough to sync during the day? If not this would make this difficult because your tracker needs to sync to send this notification to the system and have it on your phone or email as a notification.
If your tracker and phone are always connected, I would recommend to uncheck all the options on your settings save it and after check them back and save. Once you've done this, please force-quit the app and log again.
If this doesn't correct the issue, please contact support, they'll be more than glad to assist you.

I just wanted to jump in and see if your problem has been solved. If not, I would recommend checking the notification settings on your online account, not from your app but from your browser. Click on the gear icon, go to Profile and from there, you can go and check all the notification options and after you've saved the changes, make sure to sync your tracker for it to take all the changes. The notifications settings should look as you can see below:

@sewpie Just as a heads up, I've merged your post into this thread. I'd recommend trying the tips in @FerdinandFitbit's post mentioned here, it should help you out.
I'd also recommend restarting your tracker and rebooting your iOS device too.
