There are a few steps that need to be taken to get notifications working. Luckily fitbit have produced a guide for this:

@Rfmc8, adding to @SteveH's recommendation, please update the Fitbit app if you haven't done it yet, restart your tracker and try to set up Notifications following the instructions listed on the link provided. If you're still not receiving notifications, please reply to me with the model of the tracker you're currently using and the version of OS your iPhone 5 is currently running.
