Currently notifications are an issue that the Fitbit Team are aware of. Please view this thread here:https://community.fitbit.com/t5/iOS-App/Stopped-seeing-notifications-after-updating-to-iOS-13/td-p/3...

Pay special attention to page 1 of that thread and follow each step carefully. If any new information is available it will be posted there. Hopefully the steps will resolve your issue.
