Notifications setting won't stay turned off

I find whenever I have to remove and readd my tracker to my account, it takes several weeks to get them to stay where I set them.  I normally turn off all notifications, then a day or so later I have to go in and turn them off again.  Then a day or so later I have to go in and change the top two, to off.  Then a day or so later go back in and set calls off.  Then randomly having to go in and turn off notifications that magically get turned on.

 

this has occurred across at least three trackers, and across different iPhones (10, 11, 11 Pro), and various versions of iOS

The newest version of the app makes no difference, this issues occurred after that as well.
