Since updating to the new iOS all my notifications are working except for text message notifications I’ve gone through the resolution steps many times and still no text message notifications.

Thanks for sharing that the text notifications aren't working correctly, as well for the steps that you've tried on your own. As you may know, our team is aware about this situation experienced by our members who updated to iOS 13 and they're working hard on this behavior.
