Hello; I am handing down my Fitbit charge 3 to my son, so I cleared the user data in the watch, then I rebooted the watch. I installed the Fitbit app on his iPhone 5s. Using the app, I attempted to pair the watch with the phone. The app could not find the Fitbit. What can I do?

Suggest you check the Bluetooth section of the options on YOUR phone. The unit might still be linked to your phone. If so unlink it and then have your son try to pair to his phone again.
