Is it possible to set yearly targets for steps/miles?

No, at the moment we can't set annual targets.

 

It's an interesting idea though. You may want to create a feature suggestion for this at https://community.fitbit.com/t5/Feature-Suggestions/idb-p/features

 

I've a quick search and I can't find any similar suggestions you could vote for.
