When trying set up a new HR I keep getting an error message of 400, how do I get it to set up

I've seen a few instances of this where the solution was to logout of the app and then log back in.

I'd like to add that you also need to make sure your iOS Fitbit App is updated to the latest version by going here and then try to setup your tracker again.
