My Surge suddenly stopped syncing with both my iPhone and iPad. I tried all the steps under the troubleshooting guide, but they didn't work. I also tried to pair the surge with my iPhone all over again, as though it were a new device, but that wouldn't work. In each case, both the iPad and the iPhone keep "searching" without finding the Surge.

Was one of the things you tried a restart of the fitbit using this procedure?

If so, how many times did you try it? It's known to not always work and it's recommended to try it at least 3 times.
