I was wondering if your phone is on wifi, will you get text alerts anywhere within wifi range with out having your phone on you

Sadly, no. The link between your fitbit and phone uses Bluetooth so the wifi doesn't come into play. Fitbit say the distance between phone and fitbit can be up to 20 feet but this can vary depending on walls, floors etc.
