Not sure if this is an iOS 13 thing or an iPhone Xs Max thing, but in the top left-hand corner it is impossible to hit the X button to drop this modal.

Thanks for bringing this to my attention, as well for the screenshot provided. It's very helpful! I'm sorry that the "X" position isn't allowing you to close that screen. This sounds strange, and please verify that the Fitbit app is updated to the latest version. Also, try to force quit the Fitbit app and reboot your phone. If the same keeps happening, let me know.
