The only solution to the download problem was resetting iPhone to factory settings. Once we did that, I was able to download the app again, having removed it and many failed attempts at re-installing it. I am so glad to have the app back.

Hi @Grace415 and welcome to the Fitbit Community.
Out of curiosity, what type of iOS device are you using and what iOS version is it running(ie iOS 10, iOS 9.3, etc)?
Also does rebooting your iOS device help?
Lastly, I'd make sure that you are using a strong internet connection, either via WiFi or mobile data, when downloading the Fitbit App.

iOS 10, yes I have rebooted and rebooted and rebooted. My phone was hooked to home WiFi each time, and it also gives me a message when I am not connected to WiFi. The phone does not show the app as downloaded at this time, and still when I attempt to install it, it locks up and never installs.

Unacceptable "solution". Resetting my phone to factory settings is a nightmare. No. Just no. There has to be something else.
