how come when i ride my indoor bike it does not count the steps?

Fitbit doesn't convert activities into steps and you don't actually take steps on a bike.
Some people who want to see steps from biking attach the fitbit to a shoe and although this can give more steps it can also give false calories.
It's a bit of pain if you are in a challenge but challenges are step based and other activities don't count.

@heusel9320, as @SteveH mentioned, indoor or outdoor biking is not an activity that will automatically recognize steps, which is why you're not able to see Steps when a biking activity is autodetected by Fitbit trackers. And as @SteveH pointed out, many people tend to use their Fitbit tracker attached to their shoes or socks but that might give you an inaccurate calorie count.
