I wasn't able to pair my new iPhone SE to my Charge HR from the phones Blutooth menu. After searching I came across this

Fitbit app - Account - Device (Charge HR) - Sync Now

after I pressed that a message came up that my phone was pairing.

This might be a feature so others can't or won't accidentally sync with your Fitbit.

Indeed, your tracker wont sync with your phone as other Bluetooth devices, so is require to have the Fitbit app in order to pair and sync all your tracker's information.
