Are you trying to download the app from the App Store on your iPad? You can find the app by switching from iPad Store to iPhone Store and searching for Fitbit (or Fitbit Inc.). Currrently there's not a dedicated app for iPad but the iPhone app is fully functional and compatible with your device.
If the app is still not downloading properly, please restart your iPad and try to download it again.
