ios app average is not accurate

My Charge appears to be keeping accurate account of my steps. However, through my online dashboard my average shows to be over 15k and my iOS app puts me at an average of 8k. Does anyone have ideas for the apparent discrepancy? When I open the iOS app it seems to match the online log, but grossly underestimates the average. So far I have shut off the phone and restarted the phone and reinstalled the app, but there is no change. Thanks for any help.

Once I get those, I'll be more than glad what you're getting or at least we will clarify the discrepancy.
